StaffMD: The Ghost Company

StaffMD is a recruiting company that was formed in May 2016 (per the Georgia corporate website see here). This is only a few months after the formation of RecruitingITServices (RITS) in 2015 (click here). If you look at the RITS website, you will see that they claim to own MedCAREERS.com, PhysicianJobBoard.com, LocumTenens.org, StaffPhysicianRecruiter.com, NurseCareerBoard.com, and TherapistJobBoard.com. This company also sports other web properties not listed there like TempMD.com, BlindCV.com, NurseJobboard.com, StaffHealth.com, AdvancedPracticeJobBoard.com, RxWork.com, HollywoodJobBoard.com, MedRepsJobBoard.com, JobBoardASP.com, PharmacyJobBoard.com, AutismJobBoard.com, Over50JobBoard.com. In total, they own over 350 domain names.

New favorite person is Carol Schultze at the S.E.C. She has been great at following up on fraud charges and further investigation.

TempMD and StaffMD are staffing companies. The other websites are job boards that charge other staffing companies for access to candidates. If the job boards are generating high quality candidates, why share these with competitor staffing companies?

Looking at the formation of both companies, one notices that they have the same organizer, Eugenie D Davis. This is quite odd. While it would be very beneficial for a job board to route its leads through a staffing agency, this is not what any of her boards claim. In fact, a direct quote from the PhysicianJobBoard.com site’s “About Us” page claims, “PhysicianJobBoard.com is not a staffing company…” On this page, many of the other job boards are listed as well. Listed above are the annual filings for these two companies. Notice they have the same organizer, Eugenie.

Ghost Companies

First, these companies are ghosts. You cannot find a real address or phone number for anyone to blame, if anything does not go your way. They are incorporated for maximum anonymity. The domain names are privately registered such that no public information is available as to who created them. The public 800 numbers map to cell phones that can easily be disconnected. Some of the physicians that worked for NationwideLocumTenens found that out the hard way after they had completed assignments for which they were not paid. Who do you call to complain?

The Players

There are many players in this game. I will list the long time players and not the short timers. The guy who is most involved is Anthony Lee Miller . He is the most aggressive of the bunch. His partner is Chuck Gebig. Chuck’s LinkedIn page has been removed since this site published it. Chuck now using this LinkedIn account as his personal account . Chuck was the front man for PhysicianJobBoard but also manages NurseCareerBoard and TherapistJobBoard. Karl Sander keeps the separation on the staffing side by only listing StaffMD (and now StaffHealth ) on his resume and not the job boards. It is important not to mix the two.

Another important player is Kathy Silverman. She is the sister of convicted felon and fraudster William Goldstein . She assumed ownership of several of the Goldstein companies including StaffMD and RecruitingITServices in 2019 when they were sued for racketeering.

Eugenie Davis is the straw man. She created many of the these companies in 2015-2016 to shield Goldstein from exposure and ultimate asset forfeiture when he was convicted in 2018. There is still on open, asset forfeiture case against him by the FBI. In July 2018, a federal court document mentioned Eugenie Davis by name as a person of interest for investigation into hiding assets for Goldstein. The status of the request to depose her is unknown. Conflicts

Now one must ask oneself, “why create job boards and a staffing company and hide their ownership?” Well the answer is obvious and it gets worse. The job boards listed on the RITS site (and others) take money from subscribers, which are other staffing agencies. So other staffing agencies pay these job boards about $600 per month for access to a candidate database. Well nothing really wrong with that. Except that the other staffing agencies do not know that the job boards are actually a front for another staffing company. The job boards are competing with their own customers.

Keep in mind that when a new job is listed, the job board knows about it immediately. There is an advantage to any staffing agency that knows this first. Also all job applications are known immediately by the job board and can be delayed to give time to a preferred staffing agency. That preferred staffing agency is StaffMD. In fact, if a single entity is the owner of a job board with tens of thousands of listed positions from hundreds of companies, it would have a huge advantage over any other, single agency.

William Goldstein

Well, it gets worse. Eugenie Davis is the girlfriend of William Goldstein. While not a famous name, anyone in the recruiting space knows who he is. He is tied to all sorts of companies inside and outside of the recruiting space. He was sued by Mexican airlines in 2005, when he was in the travel space. He was investigated by the FBI when in the entertainment space in 2009-2011 and finally convicted of fraud for various schemes in 2018.

The Hooters Girl

Now William Goldstein is in his mid-fifties and has a lot of history; however, Eugenie is a different story. Every person in this article (and more) has declared bankruptcy, but not Eugenie. She is the clean name. She is the purported owner of the companies StaffMD, RecruitingITServices, NationwideLocumTenens, Type 2 Diabetes Reversal, and most likely others. In addition, most if not all of the websites listed here at one time or another have been in her possession. In January 2015 when she formed RITS, she was 22 years old and had no recruiting experience.

In fact, in mid-2014, it appears that she was homeless and asking people to pick her up at a trailer park. Her mother kicked her out of the house and she apparently had nowhere to go. Six months later, she owned a multi-million dollar recruiting empire with at least five working job boards, ultimately generating revenue in the millions. That is quite the American success story. Except that it was not.

Even federal authorities are suspect of her assets. In the following document from July 2018, the government requested records from her about her nominal control of assets, since Goldstein claimed to own nothing. Please see page 17 of 27 under the section “Discovery Needed”.

The multiple web properties that she claims to own were all created in 2013 or before. It is quite impossible that she had anything to do with their conception, creation, or finance. Feel free to check the Whois registrations for these websites for yourself. So how does a homeless, trailer girl go from broke to shopping at Phipps Plaza in Atlanta: good looks, obfuscation, but mostly fraud. In a word, sugar daddy. She was working at Hooters and met William Goldstein. Now Will is always on the lookout for another sucker (just look at the list of victims in the court documents) and a pretty one will do just fine.

Will met Eugenie in mid-2014 and she incorporated RITS in January 2015. By the way, she was pregnant plus or minus right about then. So at this point you have to ask yourself, where did all of these web properties come from?

PhysicianJobBoard.com

Well let’s start with PhysicianJobBoard (corporate filings). This job board was officially created by Charles Gebig in 2012 according to the Georgia corporate website. Well how does Eugenie know Chuck? Well you see Chuck is also named in a federal investigation for crimes committed from 2009-2011 by William Goldstein and Marc Bercoon. He was not charged and was never convicted of any crime. However he definitely knows Will. Will moved on from the L.A. Digital fraud and other crimes back into recruiting. It seems Chuck, who is a resident of Florida by the way, created a company in Georgia. Oddly enough, that is where Will lives.

The website still lives on but sadly the company is no more. A few weeks after RITS was sued for racketeering, Chuck dissolved the company on June 17, 2019. He still manages the job board property but has no company behind it. The most logical assumption is that RITS controls the domain now, as that is who Chuck works for. You will notice that all of the job boards look exactly alike. They are all just a logo and some minor text changes. The core functionality is the same as they are all hosted on the same technology.

Charles Gebig

Chuck Gebig registered a Florida company in 2009 named G&G Capital Marketing LLC and dissolved it a year later. This was right about the time that William Goldstein was committing fraud that would eventually catch up with him in 2015 upon federal authorities arresting him. Gebig’s company was named in a court document on July 16, 2018 of receiving funds. A decade later Charles Gebig is still a salesman for Goldstein.

Another interesting fact is that Chuck is not registered to vote. His wife and daughter are both registered voters at his home address, but not Chuck. I can only think of one class of citizens that are not allowed to vote.

Healthcare Job Boards

In October 2021, Chuck Gebig created Healthcare Job Boards in Florida. This is the same company name and domain owned by rival staffing firm Jackson Health Care in Georgia. It does make you wonder if Chuck is trying to piggy-back of the much larger company’s reputation.

Lee Miller

Lee Miller has been busy incorporating companies as well. Why a group of people would need to keep creating multiple companies in multiple states that do the same thing is unclear. Lee created TotalJobBoards recently in Florida with a website that does nothing but point to the other websites. He also seems to have changed his LinkedIn account, for some reason, yet again. It seems that his only public job is StaffPhysicianRecruiter.

StaffMD Origins

There were so many leads coming in on multiple job boards in 2016, which by this time numbered at least six, that it was time to start a staffing company. So in 2016, Eugenie created StaffMD. Now this whole crew was careful never to mix the two companies. I mean if even a minimum of 100 companies gives you $600 a month, that is $60,000 a month. That is good money. There is good evidence that they had way more than 100 companies. In fact, one month in 2016 they cleared over $113,000 through just one account. This is definitely a secret worth keeping.

But wait, it gets worse. In 2019, all companies owned by Eugenie Davis were transferred to Kathy Silverman in Virginia Beach. So who is this? It turns out that William Goldstein grew up in Virginia Beach, VA and he has a sister named, well you guessed it. So it appears that Eugenie got nervous or lost confidence, or whatever. Maybe she just lost the confidence of the prison Don. But in 2019, for some reason, Will’s sister took over all the companies. According to her public profiles, she has never had a job, not once, in her whole life.

It now seems that Kathy has pulled her own child into the operation. Her daughter, Rifka Silverman, is doing the accounting for StaffHealth. Now, why would you need a family member to keep track of the money? It appears that Will has spent the last five years educating a family member to run the accounting department. I do not know if she even knows what is going on. However this is smart move!

But wait, it gets worse. So why does Will just not claim the companies himself? Well he is destitute of course. Yep he has no money at all, not a dime. But before you feel sorry for him, know this. The federal government has a restitution order against him for $3.4 million. So if he does have any assets, they will surely be seized. So it is really lucky that Will’s sister and baby-mama started a recruiting company to support themselves, while he is in prison for the better part of a decade. Except that they did not.

Will has been in medical recruiting since the 90’s. He has sold a staffing company and been involved in multiple job board websites. The fact that his sister and girlfriend own and run job boards and staffing companies is not a coincidence.

But wait, it gets worse. When one owns multiple job boards, there is yet another opportunity. First, one can charge customers multiple times. So a company could charge for a nurse board and a therapist board and a doctor board. Now instead of $600 per month, they can charge $1,800 per month. Brilliant! There are other opportunities as well. MedCAREERS.com, PhysicianJobBoard.com , StaffPhysicians.com, AdvancedPracticeJobBoard.com, and LocumTenens.org are basically the same board. They all try to get physicians to register and sell access to the candidate databases. When selling leads, recruiters want many of them. If a website has 2 registrations a day, then this is not worth paying for. However, if a website can get 20-30 registrations per day, this is very much worth paying for and many recruiters do pay.

So what to do if you cannot get that many registrations? Defraud. So if you control all the data on the job boards, you can copy a lead from one board to another. Now instead of having 100 leads you have 200 or 300. Brilliant again. So how would one prove that these are duplicate leads? Well that is easy; look at the registration source.

How the Internet works

A person registers from a computer. Every computer has a unique number called an IP address. If two people register on a website, each will come from a different computer. It is not possible for two people to have the same IP address when registering unless perhaps a mother and daughter share a computer and sign up on the same site. That can happen. However, never will you find thousands of registrations from the same computer? That would be crazy, right?

Oddly enough, this is exactly what we see. There are several IP addresses that have lots of registrations but the most notable is this one, nnn.nnn.203.165 (intentionally obscured). It was registered in Virginia Beach, VA from 2017-2018 and was used to register 4,228 candidates on NurseCareerBoard.com. This is a lot of candidates to register using a single computer! This was done 10-15 a day for months to inflate the number of user registrations. It is a lot easier to get employers and recruiters to pay $600 a month if there are a lot of candidates.

The proof is pretty strong based on the very, sloppy actions taken. In the attached spreadsheet there are 4,228 entries of registrations and the computer address that registered each. The names of the actual candidates have been obscured for privacy. However, it is clear that these entries were made mostly at night with several minutes in between. This indicates that a person was manually entering the information. A person needs a few minutes to enter each person’s profile manually.

The sloppy action mentioned is as follows. Notice on lines 3915-3938 that the IP address changes. Between July 21-24, 2018 all traffic from the first computer stopped. Then a new computer was used for 4 days. Afterwards the original computer address started entering data again. The person doing this went somewhere for a few days. Another interesting fact is that the second address used for 4 days was in downtown Atlanta. Oddly enough, that was the time that William Goldstein had his sentencing hearing.

Just to be clear, imagine using your cell phone to make calls in Virginia. Then you go to Atlanta and make calls from there for a few days. Finally, you go back home to Virginia and start to make calls again. You were never in two places at the same time. It is obvious that you were travelling.

So it looks like Kathy Silverman flew to Atlanta for her brother’s hearing, continued to enter fraudulent data, and then flew home to Virginia a few days later. There is no overlap of these two computers being used at the same time. The first address stopped and the second address started. Then the second address stopped and the first address started again. These actions were taken by a single person in two different places.

Another interesting fact is that the IP address from Atlanta was never used before or since. It most likely was a hotel WIFI. It was used exactly 24 times and never again. It really does not matter who the individual was. This person in Virginia Beach had administrator access to the site. This means that the person was in charge of the website.

Why would the owner of a multi-million dollar company use her evenings to create fake candidate registrations on her own job boards? Your first guess is probably the right one.

A Tangled Web

Also another interesting fact is that the William Goldstein account on LinkedIn is still active. There is someone still using it in October 2019 even though Will has been in prison for over a year and a half. That account is actively viewing other profiles on the site. Who could that be? Also Will’s PayPal account has been used many times to pay business expenses for these companies after his incarceration for a business that he claims not to own. Finally, Will’s personal email address is actively being used by someone to conduct business in his name even after he was locked-up in February 2018. All of this is very strange.

Another oddity is Eugenie’s mother. She just finalized her bankruptcy in January 2017. Then in December 2017, she accepted a car gifted from Goldstein and Eugenie. That was nice. In July 2018, Denise Peterson Davis offered to put up a $250,000 bond for a convicted felon that was not a relative and who the government noted in legal filings was a flight risk. That brings up two questions. First, where did a bankrupt, widower, who lives in the backwoods of Georgia get 250k. Secondly, why would anyone put up that kind of cash for a non-relative that they barely know. It seems that everyone surrounding Goldstein is poor when the government investigates and gives cars to each other when no one is looking.

Holding money for criminals against a federal government asset forfeiture is a felony. Sometimes money can be so intoxicating. It is amazing that a person might consider going to prison for years for no more than a gift of a $25,000 car. I think that is selling oneself short.

It seems that the StaffMD operation might be moving to Florida, land of sunshine and sandals! There are no more players living in Georgia, since the principals have all fled to Virginia. It seems that Chuck Gebig and Lee (Tony) Miller are taking over in Florida.

Never stop fighting

It seems that the fun never ends. Goldstein et al., filed an appeal for his 2010 frauds recently. He basically commits crimes so fast that the government cannot keep up. This is an appeal fighting convictions for crimes 10+ years ago. The crimes described on this site have not even been investigated by the federal government yet. (Original Sentence) The government is still working through the backlog.

Unjust Enrichment

It seems that this crew never gets tired of going to court. I do really think that if they were not in court, they would not know what to do with life. They had a case open for Unjust Enrichment for $5,000,000. It does truly make you wonder how they keep getting away with it. As of right now, most or all of these people are not in prison. Go figure.

Goldstein the Author

Now that Goldstein is out of prison, he is writing books. You can buy his book about concentration on Amazon. If he is good at something, it is concentration. He has a singular mind on accomplishing his frauds to completion. It seems that the federal government is impressed with how well he can obfuscate and hide for a decade, as they chase their tails.
